New housing starts (units) is part of the Statistics on Building Construction Starts published monthly by Japan’s Ministry of Land, Infrastructure, Transport and Tourism. It counts newly started dwellings, combining owner-occupied, rented, employer-provided and built-for-sale housing, and is often reported as a key figure for housing construction. This page uses the seasonally adjusted series published by the ministry. Note that the series adopted as a leading series in the Cabinet Office’s Indexes of Business Conditions is floor area (L5), not the number of units.
